Chief Thomas T. "Tom" Morris, Director (Stockton)

Tom Morris began his career with the Stockton Police Department in 1972 as a Police Cadet. He worked his way up through the Cadet, Reserve, and Trainee Programs before becoming a full-time Officer. As an Officer and Sergeant, he performed in a variety of assignments including Patrol, CSI, Field Training, Traffic Motorcycle Detail, Vice & Criminal Intelligence, and the Special Weapons And Tactics Team (SWAT). He was the recipient of the Department’s Golden Star Medal and the SWAT Service Medal.

After promoting to Lieutenant, Tom served as Watch Commander, Internal Affairs Commander, and Investigations Commander where he managed the Robbery-Homicide and General Crimes Units. After promoting to Captain, he managed the Field Operations Division. He promoted to the rank of Deputy Chief in 2003, Assistant Chief of Police in 2005, and then Chief of Police in 2008.

Tom retired from the Stockton Police Department with over 36 years of service. He then was appointed by the San Joaquin County District Attorney as a Criminal Investigator in their Special Investigations Unit serving as a sworn peace officer. After two years, Tom entered into semi-retirement. He holds a Community College Teaching Credential, is an adjunct professor at a local college, and does specialized consulting.

Christopher J. Quirk, Treasurer (San Ramon)

Chris has over 30 years of successful experience in planning, operations and client relations of global support organizations and has been very active in the San Ramon community where he has lived for over 20years. Chris is also the Vice President of the Livermore Amateur Radio Klub a public service organization assisting non profits in the Tri-Valley area.
 
He is currently serving as the District Emergency Coordinator for emergency communications in Contra Costa County and is a member of the leadership team for the San Ramon Valley Fire District community disaster preparedness outreach program. He is also an active reservist with the fire department.
Lisa A. Halliday, Director (Tracy)

Lisa Halliday has more than twenty years of experience as a marketing communications professional and journalist. She has worked for financial services and technology companies including San Francisco Bay Area-based firms Bailard, Inc. and Phase Two Strategies Public Relations, and written for publications including Institutional Investor, Upside, PC Portables and PC Letter.

Lisa has a BA in English and Geology from Mount Holyoke College and an MBA in marketing from Columbia University’s Graduate School of Business. Lisa's Amateur Radio call sign is KG6DJL.

David E. Coursey, Executive Director and President (Tracy)

David Coursey has more than 35 years of experience as a technology journalist, corporate writer, event producer/host and broadcaster. Throughout that time, David has been active as an emergency volunteer and recently joined the staff of UC Berkeley's Center for Infectious Diseases and Emergency Preparedness. He manages the Amateur Radio volunteer program for San Joaquin County hospitals and clinics and is the founder of California Emergency Volunteers.

David is an Emergency Medical Technician, a Search-and-Rescue Technician II, and has received extensive emergency management training and experience. His Amateur Radio call sign is N5FDL. His blog and emergency communications website is n5fdl.com.
